[Bug]: internal users can delete other team members keys. #17969
Description
What happened?
i have created two internal users (create/view/delete) keys in a team and ive noticed that user A can delete user B's keys from the Usage panel -> Top API Keys
this button should be disabled even if it does not allow internal users to delete the key
