Wan Shi Tong, All-Knowing and shuffling into multiple libraries

Describe the bug
Wan Shi Tong should trigger for each library it shuffles into, but it only triggers once if an effect shuffles multiple cards into multiple libraries

To Reproduce
Steps to reproduce the behavior:

1. Have multiple players with cards in graveyard
2. Have Wan Shi Tong, All-Knowing in play
3. Play Mnemonic Nexus
4. Wan Shi Tong will trigger once, for a total of 2 Spirit Tokens

Expected behavior
Wan Shi Tong should trigger for each player with cards in their graveyard

Wan Shi Tong seems to have more problems than that. Not surprising with an odd card like that

• casting sway of the stars (or returning wan shi tong with its own ability to its owners library) does not trigger Wan Shi Tong, even though it should (see video in "additional context")
• it triggers off surveil (but not scry) when it shouldn't
• it triggers off cards that say "look at the top X cards" like dig through time when it shouldn't
• It triggers for each creature returned to the library with Aetherspouts. I think it should trigger just once per library a creature gets put into (so normally just once in a combat), but I'm not as sure about that as for the rest. The ruling on Aetherspouts says "If an effect puts two or more cards on the top or bottom of a library at the same time, [...]", So I'd think it's the same event

The thing is this shouldn't be the first card to trigger multiple times like that:
e.g. Seer of Stolen Sight seems even easier to happen in most games.
Yet I never saw this argument made before, is this really only a card popularity thing...? 🤔
