Require/Use CSH usernames in "said by" field

It would be ideal, if the "said by" field used ldap and CSH usernames to match quotes to who said them.

This becomes hard when non-members or members without accounts say quotes, so we should figure out a way to handle those, both here, and on the Quotefault webapp.

However this would allow for searching for quotes based on who said them, as well as who submitted them.
