Add /core info tool

This would be an item which outputs information in chat when entities are right clicked with it.

1. Right clicking a player would default to /core info <player> verbose
2. Right clicking a horse|donkey|mule would print out its stats (owner, speed, health, jump)

Item would only work in duty mode, so it needs a permission to work in this special way.

Paper would be the default item.
