[IDEA] Yandex.Disk storage

Similar to Google Drive storage, but more familiar to the CIS region and more convenient for those who already use the paid features of the Yandex ecosystem.

Thank you for your idea! It's a bit more complex to add yandex disk support to backuper because there are no Java libs and I have to use its rest api directly to implement it. It's one of my future plans so I'm happy to see that somebody needs it but I can't give you any ETA
