Keyboard navigation of test case pages

Tabbing to embedded code and scrolling works fine. 

But horizontal scroll of code view is not working. Ex: https://section508coordinators.github.io/baselinealignment/testcases/TC13.2-1.c-fail-2.html#TCdata
