HTTPS download into refactor

As a user, I want to be able to download data by specifying a globus flag that allows me to skip setting up my own globus endpoint.

Assumptions:

1. You can use Ben's HTTPS download solution that is currently in production
2. Tests are updated for this solution
3. Docs are updated with how to use HTTPS download
4. the globus flag name has been changed to something less confusing

Acceptance Criteria

Given I am working in a colab notebook, when i download data, then foundry downloads and loads in my notebook environment.
Given I am working locally in a jupyter notebook, when i download data, then foundry downloads and loads in my notebook environment.

We can discuss making https download the default so the user doesn't need to pass a globus flag, and the default if the globus endpoint doesn't work
