add testing support

McConf should provide:

- A command line argument that switches McConf output to a test protocol format. Currently, I would favor [TAP](https://testanything.org/) for simplicity and tool support.
- Command line arguments that cause McConf to fail with a status code different from `0` if the consistency check or the configuration fails (`--fail`?) or generates warnings (`--pedantic`?).
