launcher install mods section makes no sense for new users

if we are not moving from an old 1.8 instance (now that 1.21 is the big thing, this is quite likely), then the part about moving mods makes no sense. should probably move to a dropdown where you select what you are trying to do, set up a new instance or import an old one

with the death of skyblock 1.8 this is a higher priority now
