When adding items to a list in configuration, existing items should not be editable

For example, languages in the library configuration or domains in the admin auth configuration.

There should be a list of items currently in the list with buttons to remove each item, and a single input for adding a new item. The list of current items can use hidden inputs so they'll still be in the form data.
