Allow request reviewer to modify expiration date on a temporary policy

Temporary policy requests add a date parameter in the policy name. But an administrator reviewing a policy request does not have the ability to adjust this parameter. Administrators should have the ability to adjust the date parameter. More generally, maybe it should be possible to easily rename inline policies.

In the meantime, a suboptimal workaround is to 1) visit the role's policy editor as an administrator, 2) open "create a new inline policy", 3) Copy the name of the temporary policy that was added to the role, 4) Use it as the name of the new inline policy (but change the date string), 5) Copy and paste the policy contents to the new policy you are creating. 6) Create the new policy, 7) Delete the old temporary policy.
