Deployment: Enable Staging CD #565

CD was previously disabled to merge breaking evaluation config changes while NGOs were using staging in production workflows in #522
Describe the solution you'd like
Re-enable CD (Continuous Deployment) for the staging environment as:
- Frontend changes have been deployed and tested
- Breaking changes are now resolved
- Staging can safely resume auto-deployments
