Notifications

The frontend should poll the Master for events of interest to an installation operator (i.e Notifications)

• Cluster Registration Changes
• Component Enable/Disable
• Component Fail
• Safety Events

Backend:

• Collect Notifications - another model in messaging.
  -- Include TimeStamp & string message
  -- Maybe Severity?
• Add an endpoint to pull notifications
• Enable this endpoint only on the master

Frontend

• Display Notifications in the bell menu on all pages
• Maybe colors for Severity?
