[Feature Request]  Add config option to disable EU usage requirement?

Hello, apologies if this has been requested before but I would like to use this in a private pack of mine that has no tech mods.
It works fine in testing, but it uses EU which is not viable in a magic-only modpack (I consider this tool magic and intend to make it a very late game item)  thanks so much for the amazing mod :P
