Allow contract filters to persist across sessions #777

Current Behavior
Currently your Contracts > Views settings persist across browser restarts, but the newer feature, "Filter contracts" on the V2 Contracts tab does not. It persists within the session, e.g going to the Home screen and back, but it does not across browser restarts.
Expected Behavior
The "Filter contracts" selection should persist across browser restarts.
