Suppress irrelevant errors until host is announced. #890
Description
Current Behavior
Currently, hostd shows errors such as the following QUIC connection failure before the user has even announced the host.
Issue testing RHP4 "quic" connection: DNS lookup "<redacted>.sia.host" failed: check DNS records or wait for propagation
Expected Behavior
Any errors that are not relevant to the current on-boarding step should be suppressed until the user has announced their host.
