/avatar broken on v3.3.2

Guessing Discord changed how the links for profile pictures work again. Broken on both global avatar and server avatars.

Problems identified:

1. Discord's endpoint doesn't like me trying to scale up to 4096p.
2. They no longer allow me to return the image as a PNG, which is an issue with Javacord who returns a PNG. Luckily we are already modifying the URL so we can just modify it differently until Javacord is replaced in the codebase (Javacord ceasing development #6).

Discord seems to have reverted whatever change was causing this. It would still be wise to implement fixes identified above to avoid issues in the future, though for now it can probably wait until ClaireBot 4 replaces Javacord (#6) with an in-development library.
