Release team tab to public hides current round draw

Once you select Release team tab to public in Tab Release options:

this option will hide released draw for current round.

so the tournament/draw/ is not publicly available.

The example use case was, that we had preliminary rounds over and we wanted to show team standings for the preliminary rounds, but also to show the draw for elimination rounds, in our case octos.

I´ll be happy to share more information if necessary.

Note that this is only a problem when the display is set to show only the current draw (public_draw == 'current'). If set to show all draws, the two settings work fine together. So this is quite a low priority, although maybe this issue should at least be mentioned in the setting description.

This seems to be the offending code, but I have an unconfirmed feeling that just removing the not pref.team_tab_released condition would do something strange like showing the current draw page even after the end of the tournament, so there would probably have to be another check.
