Should be able to gerenate docs in windows.

`docs/Makefile` only works in linux, unable to generate docs in windows is realy inconvenient. I've made a `make.bat` for windows, with some errors and warning, but it works. Seems like I'm supposed to file an issue first and pull a request, right?
