Incorporate wiki developer resources into tech docs #107

Suggestion from Core Committers (@quoideneuf) meeting:
Developer documentation on the wiki will be deprecated: https://archivesspace.atlassian.net/wiki/spaces/ADC/pages/894533891/Developer+On-boarding
There will be a deprecation notice added to the page, with a link to tech docs. Content from the wiki will be incorporated into tech docs if it's missing from tech docs and worth adding (although that task is unassigned presently -- initial proposal was that Core Committers would handle it).
