:expandtabs / :noexpandtabs -- does not apply to newly opened files

1. open file
2. :noexpandtabs
3. ^P (open a new file)
4. the setting gets reset

not sure if this is worth fixing since I want to redo how tab defaults work to be per-language -- but mostly noting this down for later
