Switch to black for code formatting

We should switch to some better formatting tool like black instead of autopep8 which just ensures pep8 compliance and doesnt enforce a strict coding style
This would avoid future cases like #390 where diff is full of formatting changes

It's not time consuming but it's complicated
That's why I was thinking of adding it in ci which is easier
And we already make a commit when pr is opened so might aswell format it nicely
