Adjust sensitivity of rendering `Decorations`

I put my 16" Mac back into default display density and the decorations disappeared lol. Realizing most people do not actually see these on their displays. In general the layout could use some tweaking

Maybe instead of rotating back & forth, can have very low initial velocity in some direction. Draggable. Can fling across the page (when exiting viewport, loop back? would be cool).

First thing that comes to mind is reducing the sensitivity, letting decorations be rendered under the content which now has background blur like the sidebars
