Build expertise widget for CLIC website

from Steering Committee discussion, would like to be able to request that people join a forum based on expertise. Requires emails/unique person ID for contact.

Need to establish what their platform is and what type of scripting they can embed into their site. This could be a good public driver for the GraphQL interface work.
