[App Check]: internal testing App Check don't work until I create a test in Google Play Console. Is it expected behaviour?

Hello!
I need clarification about how Play Integrity API behaves during internal testing

I submit my build through internal testing and dowloaded it from Google Play but it's always shows me 403 error until I added test in Google Play Console → Play Integrity → Testing

My questions are:

Is it expected that Play Integrity API only returns test responses for internal testers included in the test configuration?
Will the API return real, production integrity verdicts for all users after the app is published (open testing / production), even if test configurations exist?

Do unpublished apps behave differently regarding integrity verdicts due to being in a test track?
I want to confirm that test responses affect only testers and do not affect real users after release

I couldn't find any docs related to it but my I just blind(
