Define an open governance model #1

We need to define an open governance model.
At presence, this is pretty much self-selected, but this should at least be documented.
While documenting this it would likely be a better step to change this in favor of a committer / maintainer-based model. Where I (personally) strongly prefer a model which is also census based, as I have had positive experiences with this for 5 years given the governance model of Flux.
