Generate Capabilities File

The go CLI has a concept of capabilities which basically captures which functions the policy engine supports. It would be cool if regorus could generate this kind of capabilities file, such that the go CLI could be used to check the syntax of a policy that would be evaluated with regorus, particularly since regorus doesn't seem to have a check functionality.
