Brief description of your issue

When running command winget upgrade --all the tool identified that Microsoft.AppInstaller can be updated from 1.27.350.0 to 1.27.440.0 but the upgrade fails.

Steps to resolve from #4283:

1. Run command Add-AppxPackage -Path https://aka.ms/getwinget with results:

Add-AppxPackage: The 'Add-AppxPackage' command was found in the module 'Appx', but the module could not be loaded due to the following error: [Operation is not supported on this platform. (0x80131539)]
For more information, run 'Import-Module Appx'.

2. Run command Import-Module Appx with results:

Import-Module: Operation is not supported on this platform. (0x80131539)

3. Download release from https://aka.ms/getwinget

4. Install package manually

5. Windows then shut down and was restarted

6. Logged into windows and ran winget list --upgrade-available

> winget list --upgrade-available
No installed package found matching input criteria.

Despite the forced shutdown, this appeared to work.
