CI: Add new core pathogens to test-pathogen-repo-ci #238

We test pathogens as part of docker-base CI to ensure changes don't break automated pathogen builds.
We've recently added multiple pathogen repos that are not being tested yet:
- chikv (not compliant with
pathogen-repo-ci) - hmpv (depends on Conform to pathogen-repo-ci hmpv#3)
- oropouche
- rabies
- wnv
- yellow-fever
- nipah
- norovirus
- rubella
The hmpv repo will need to be updated to conform to the pathogen-repo-ci, but everything else can be directly added.
