Fix job cancel

Fairly certain I saw this:

1. start job in 1 tab
2. open another tab, different project
3. all jobs showing since Admin
4. start new job, cancelled first from other project

I think the cancel off the Assess button is old code that cancels all jobs it knows about. Review that code and fix it.

Also, Assess should hide all criteria layers.
