Updates to the downloads pages related to fips..

Could a link to the current fips module be added to the downloads page?

Also having a folder called https://www.openssl.org/source/old/fips
Might also be confusing, when it only contains the 1.0.2 fips variants.
Security policies for these are all dead, so it may not matter if it was renamed?
