InstancePrincipalAuth fails with 3.71.2

error occurs when using InstancePrincipalAUth

AttributeError: 'InstancePrincipalsSecurityTokenSigner' object has no attribute '_tenancy_id'

This happens with 3.71.2 but not 3.71.1 version of the oci-cli package
