Add ability to set title

Observation:
Currently title is frozen to Python Coverage.

Expected results:
Add action parameter to set title format.

Motivation:

I'd like to use this action for Rust project and there's no Python, and I'd like to set it to something more specific for my project.

Coverage data format is the same
