Description of issue

In my tap, I want to offer bottles that can be installed on a range of macOS versions and both arm and intel processors. I use Github actions to build them (free version). From the tutorial, two macOS runners were enabled, macos-15-intel and macos-26 (arm). However, when trying to build the bottles, it only built the arm one, while the build of the intel bottle was cancelled with

Warning: No bottle built.
Warning: iraf-fitsutil has unbottled dependencies, so a bottle will not be built.

The only dependency of the package is cfitsio which comes from hombrew/core. The same happens with the x11iraf which has a number of X11 client libs as dependencies.

What shall I do to create an intel bottle? And how can I offer the bottles for a variety of maOS versions (at least those which are supported by homebrew/core)?

IRAF and its packages are rather old and are proven to compile on all macOS versions; one can even offer them as a single binary package for all macOS versions (of the same architecture). Can I specify this somehow in the build?

In order to build some bottle, you need bottles for all dependencies. Maybe you can create your own cfitsio and build a bottle for that, and then you can make bottles for what you want.

I want to support the platforms that are also supported by hombrew-core with bottles (as far as this is possible with a free Github account).
And I am wondering whether one could use the bottle of a different OS version here to build, and if a user can install the bottle of an OS version different from his own one.

You can install older bottles, but not newer ones

For cfitsio, the "sonoma" (macos-14-large) bottle is available in homebrew-core. This one is however not available for (free) Github Actions, only "sequoia" (macos-15-intel). Since the available one is older, is there a way to use the sonoma bottle for a build on sequoia in Github actions? Or can one trigger a build of a sequoia bottle on homebrew-core?
(The same applies to the X11 libs, which are currently preventing another bottle to be built on intel).

Just trying to install the tool on a newer macOS version will use the older bottle if no exact match is available.
