Add link in config file to each AtlasCheck's description on Github

When a check has been created I manually edit the challenge in Maproulette to include a link to the specific atlas check documentation on the github for mappers to find more details on the check.

In the 'Description of your challenge' section in the map roulette challenge set up under 'Create & Manage', I would suggest we have a default line of text with a link to the Atlas check the challenge is in reference to, for example 'AreasWithHighwayTagCheck' there is a line added to the Challenge description such as

"A fuller description and examples can be found here."

If this is included with all the Atlas checks when generated it will give mappers an opportunity to clearer understand the check with an extended description.
