[Feature Request] Add 15k limit for maproulette upload command?

when running cloudAtlasCheckControl script to upload flags, if flag count is greater than the MR upload limit the script errors out. Is there a way we can limit the flag quantity to be uploaded in the upload command to avoid this error?
