Describe the bug

When running Backup/Restore or other maintenance operations on Windows, the Process Watcher shows garbled text in stdout/stderr when pgAdmin is configured to use external PostgreSQL binaries instead of the bundled runtime binaries.

Japanese encoding is CP932.

To Reproduce

OS: Windows 11 Pro (Japanese)

  1. Open File → Preferences → Paths → Binary Paths
  2. Set PostgreSQL Binary Path to an external PostgreSQL installation (e.g., C:\Program Files\PostgreSQL\16\bin)
  3. Run a Backup or Restore operation
  4. Open the Process Watcher
  5. Text in stdout/stderr appears as garbled text
