Virus Uploading Main Terminal Interaction

For some reason, NC or VS characters cannot interact with the main terminal with a T-REK if a virus is currently installed. TR can upload a virus and override it after two minutes, but the other empires have no ability to do that. They can remove a virus with a REK if it is their facility but can't do anything with a T-REK unless the current virus is cleared first.
