I think the annotation creation function is broken

I'll be looking at https://github.com/SciCrunch/scibot/blob/master/hypothesis.py to see what I need to do to fix the creation function.  BTW, is there still any point in maintaining this repo when we now have https://github.com/SciCrunch/scibot/blob/master/hypothesis.py?
