If creating a symlink fails, reflex cannot start

Describe the bug
During compile time, reflex tries to symlink certain files into assets/ and into .web/, but if the client doesn't have permission to symlink or the symlink would be "cross-device" and not allowed, there should be a fallback path that just copies the files instead.
