Review/reimplement checker returning pruned Language orthgraphies

The Checker.get_supported_languages include_all_orthographies attribute and the Checker.supports_language check_all_orthographies attributes are conflated and affect the orthographies considered for a check, only, but do not return pruned Language objects reduced to only the supported orthographies.
