Keras standalone pip package

In TF [v2.6.0](https://github.com/tensorflow/tensorflow/releases/tag/v2.6.0), keras is now a separate pip package. Conflict might occur since tf/keras still exist. Make sure both packages use the same version to avoid conflict. 

Update requirements.txt in mnist-keras.
