Add ability for CLI to sync between regions

At the moment, the CLI logs in to one region at a time and therefore can't sync between spaces that are hosted in two different regions.

The READMEs state that the sync command is being reimplemented based on new server side sync APIs. It would be nice if the use case of syncing between regions is addressed at the same time.
