This should be fixed with rules for the converter, keyboard, and also the Keyman implementation,

Craig, I have just asked Chow Kensan Tunkhang to check the combinations in https://languagetools-153419.appspot.com/phk/diacritic/ and let us know if any are impossible and do not, consequently, need to be 'fixed'. For example, I think it unlikely that consonant plus 103b + 105e is possible. Let us see what Kensan comes up with. Don't do anything until we've heard back from him
