Dependencies file is not found - Missing commit from release

Actions fail with
Restore cache failed: Dependencies file is not found in /home/runner/work/tailscale_acls/tailscale_acls. Supported file pattern: go.sum

The latest released version 1.2.0 does not include the commit 2a26694 to disable the cache to fix this error.

We've just cut a v1.3.0 release that the change that should fix this https://github.com/tailscale/gitops-acl-action/releases/tag/v1.3.0
