Add ability to load appended override configs from command line

As stated in the documentation, we currently have to update the config located in `src/main/python/config/petl.ini` to update all the grouper bases, as well as locate any of the default param values. Let's empower the user input to do this with multiple file configs for easier updates without committing and repackaging the software in production. Thanks!
