Nuxt UI for Notifications View

We need to swap the Notification View to use Nuxt UI rather than ShadCN.

The best way to do this is to look at the v4 components available, and swap out components on the UI to use these new styles.

Was stuck on another bug (this one actually hits most users). The issue was in the API: basically, when you tried to filter, it was paginating first then filtering, instead of filtering first.
So if you have 60 notifications (like I do) and 5 of them are alerts, you’d expect all 5 to show up when filtering by 'Alert'. But what was happening was the API would grab the first page (e.g. 15 items), and only show alerts if they happened to be in that specific batch. This was screwing with infinite scroll too—it thought it had loaded all the alerts, so it wouldn't fetch the rest.
Anyhow, fixed it. Just took me a while to figure out that I wasn't deploying my changes to the api but was instead deploying the nuxt web ui💀
