Implement ASR submit modal

Other things done:

• Added red box around invalid input
• Added total additional salary requested validation

Testing

Test under cap:

• Go to /reports/additionalSalaryRequest
• Click "Create New ASR" and enter valid inputs
• Click "Submit"
• Check the submit modal reflects figma design

Test over cap:

• Click "Create New ASR" and enter valid inputs
• Click "Submit"
• Check the submit modal reflects figma design
• Check explanation textbox saves
