when running `spotless --version`
I mean, why not?
maybe replace with a portable solution later
this allows simplifying testing steps that invoke foreign exe files, without actually needing to install those tools. After all, we are just glueing things together here, so what the actual binary does is secondary to us.
instead of modifying the input somehow, we just output something completely different, so it should be easier to align windows and unix variants of the ForeignExeMock.
so we are able to read chocolatey publish username from ENV
