This PR moves Spack bootstrapping from individual environment builds into the base Debian image to avoid redundant bootstrapping operations across all environments.
- Adds a dedicated bootstrap step in the base Dockerfile that sets the bootstrap root directory and performs immediate bootstrapping
- Positions the bootstrap operation after compiler configuration and before buildcache mirror setup
